Move a submission to the 'rejected' state.
The submission must be the current version of the form, otherwise it will cause a 409 error. A 'current' form means that it is the most recent submission, and the employee has not been asked to resubmit the form. Rejected submissions are okay as long as the employee has not been asked to resubmit it
