Release #0533

New API Endpoint for Applied For SSN Update: Added a PATCH endpoint for updating a deferred SSN, requiring both the SSN and the acting staff member's id so the update is attributed correctly and the Form I-9 re-rendered.
Additional performance enhancements and cleanup tasks.
