Allow Supplement B/Remote Reverify on Uploaded I-9: Allow admin to complete Supplement B for Rehire, Reverification and/or Name Change for Uploaded Form I-9s (Now includes Remote Reverify)

🪲 BugFix: Only allow pending_admin to be created when Managed Perms is off: Resolve issue creating restricted_admin w/o policy (managed perms OFF, user perms ON) it errors because you can't create a custom policy via the API
🪲 BugFix: Follow up for Persona Error Handling when Ri9 is off: Resolve Document Verification fallback mode loading issue when Ri9 is off
🪲 BugFix: Employee Profile Updated Webhook triggered via PATCH call: Fix issue where webhook is not triggering via updates from an API PATCH call for both staff and admin/staff
